In Book II of his political opus magnum De legibus ac Deo legislatore Francisco Suárez develops a theory of natural law. The spanish philosopher and theologian constitutes a new theory of non-positive law, which involves a critical reading of Augustin and Thomas of Aquin. His modern concept of natural law is quite different from those of Hugo Grotius and Hobbes and its influences are traceable until Pufendorf and Wolff.
